BENCHMARKS

Educational assessment is a key issue in the movement to reform education and improve student achievement. Standards and Benchmarks are measurable descriptors of student knowledge and expected student learning outcomes based on grade level. They are among the tools used in rating the effectiveness of teachers and schools.

Benchmark Function

Benchmark testing brings accountability to schools by measuring student learning against quantifiable standards. Teachers use the results of benchmark tests to modify their instruction as needed and to prepare students for end-of-the-year standardized achievement tests.

The CSTs are a major component of the Standardized Testing and Reporting (STAR) program. The CSTs are developed by California educators and test developers specifically for California. They measure students' progress toward achieving California's state-adopted academic content standards in English–language arts (ELA), mathematics, science, and history–social science, which describe what students should know and be able to do in each grade and subject tested.


Students in grades two through eleven take multiple-choice CSTs for various subjects. Students in grades four and seven complete a writing assessment—the CST for Writing—as a part of the CST for ELA.
